Louisiana's HB 952 took effect January 1, 2025 and bans all smokable hemp products including THCA flower and applies a total THC standard post-decarboxylation. This law was intended to close the hemp-channel THCA market in the state.
Despite these restrictions, major hemp operators continue to ship THCA flower to Louisiana customers. The enforcement environment for interstate hemp shipments has differed from in-state retail enforcement. Non-smokable hemp consumables remain permitted and are capped at 5mg THC per serving and 40mg per package for consumers 21 and older.
Louisiana also does not have recreational marijuana. A medical marijuana program exists for qualifying patients. Consumers ordering online from major hemp operators have continued to receive shipments despite the state's formal ban on smokable hemp.

What Is THCA and Why Does Legality Matter?
THCA (tetrahydrocannabinolic acid) is the raw, non-psychoactive form of THC found in fresh cannabis. Under the 2018 Farm Bill, hemp plants containing β€0.3% delta-9 THC by dry weight are federally legal β regardless of THCA content. When THCA is smoked or vaped, heat converts it to psychoactive delta-9 THC through a process called decarboxylation.
Some states have added "total THC" standards that count THCA toward the THC limit. Others have banned smokable hemp specifically. The legal status of THCA varies by state and is subject to change as legislatures continue to address hemp regulations.
